I think you answered your own question about the Freddy pedophile thing. Wes originally planned it than changed it to a child killer in the script probably because of Bob Shaye/the studio. Other than the remake, and the opening scene of Freddy vs Jason where iirc Freddy grossly licks a picture of a child, there's no instances of Freddy acting like that. He's in it just for the kills and making his quips.
I actually think they have more references than that. His hand coming in between the legs in the bathtub, talking about being a new boyfriend for one of the underage girls, and probably more that I’m forgetting off the top of my head. It’s just not outright stated, though I did some online digging since I made this post and apparently there’s a newspaper article referring to Krueger being a child molestor in part five but it moves so fast you’d have to freeze frame it to see it. Which, obviously the internet being what it is, someone did.
 
Yeah, duh the hand between the legs is obvious. Although that could also be the style of the time. So many horror movies from the late 70's to til the late 80's/early 90's (when the MPAA really cracked down on horror movies) had overly sexual scenes with actresses playing characters younger than 18. The actresses were almost always of age (Heather Langenkamp was 20 in the first Elm Street for example), but it's still really really gross and a product of that era.

I've always found Part 5 incredibly dull, and have watched that the least of any Elm Street movie, so I don't remember the news paper article.
